Key Aspects of the consultation
and engagement plan
KEY PRINICIPLES FOR CONSULTATION AND ENGAGEMENT: |
- Study work and decision-making will be integrated with and build upon stakeholder involvement and contribution.
- All reasonable effort will be made to ensure that potentially affected or interested parties are given the opportunity to participate in the consultation process.
- Stakeholders and affected First Nations may provide input at any time during the study. However, structured opportunities for input will occur at eight major decision points.
- MTO will constructively address input received during the consultation and engagement process.
- MTO will make reasonable efforts to resolve concerns.
- The consultation and engagement plan is sufficiently flexible to respond to new issues that arise during the study.

KEY ELEMENTS OF CONSULTATION AND ENGAGEMENT AT THE 8 MAJOR STUDY DECISION POINTS: |
- Place public notices.

Release draft reports for stakeholder review and comment that provide:
- the details of recently completed work; and
- the proposed approach to upcoming work.
- Release a study newsletter.
- Hold a round of drop-in format Public Information Centres (PICs) at several venues to present the above.
- Use the study web site to post electronic copies of public notices, study reports, and study newsletters.
- Use selected public buildings as review locations for hard copies of study reports.

Use direct mail to send a hard copy of public notices and an electronic copy of reports on CDs, to affected First Nations, area municipalities, regulatory agencies, stakeholders on the study mailing list;
- The direct mail to affected First Nations, municipalities, and regulatory agencies also provides a hard copy of reports.
- Offer/hold a meeting with the contact staff of municipalities (Municipal Advisory Group), and contact staff of regulatory agencies (Regulatory Agency Advisory Group).
- Offer/hold a meeting with the staff of affected First Nations.
- Offer/provide a presentation to the council of each municipality and affected First Nations, and to the GRCA board.
- Invite stakeholders to provide input through PIC comment sheets, and by contacting the Project Team.
- Undertake supplementary consultation activities (respond/follow-up).

Community Advisory Group
MTO will endeavour to establish a Community Advisory Group (CAG) to enhance consultation and engagement by providing the project team with community-based advance comments on the work/reports presented at PICs.
MTO will recruit candidates to the CAG in an open and transparent manner. Information was provided at PIC #1, where the draft EA Terms of Reference was presented.
The membership of the CAG will be based on the following principles: |
- Members are residents and reflective of communities in
- the analysis area (City of Brantford, City of Cambridge, County of Brant, Township of North Dumfries, the Township of Puslinch, County of Oxford, owners of properties along Highway 24, and owners of properties along Highway 8);
- Members reflect the various interests and demographics within the analysis area;
- Member knowledge is reflective of the multi-disciplinary approach being followed by the project team;
- Additional members can be added as key interests are identified throughout the study; and

MTO anticipates that a CAG charter will be developed during the EA study to outline the mandate, roles, responsibilities, and operating procedures.

Transit Advisory Group
MTO will seek to establish a Transit Advisory Group (TAG) to encourage active participation of area transit service providers and to better support the study of inter-regional transit between the Urban Growth Centres of downtown Brantford and downtown Cambridge. Representatives will be invited to participate from provincial/municipal government transit service providers and from private sector transit service providers.
Business and Commercial Advisory Group
It is anticipated that the business and commercial sector will provide input on the economic conditions in the analysis area and the inter-regional area transportation system problems and opportunities. The input of business and commercial stakeholders will be particularly important during Stage 1 of the EA study process. Accordingly, MTO will endeavour to establish a business and commercial advisory group with members drawn from within the analysis area

Get Involved
Stakeholders have a major role and responsibility in determining the success of the consultation and engagement program. The extent to which the stakeholders participate, the issues they raise, and how such issues are resolved, all influence the effectiveness of the consultation and engagement program. The role of stakeholders is provided below.

- Provide your contact information (or that of your organization) to the Project Team for placement on the stakeholder contact list, so that you receive letter / email notifications of project activities.
- Utilize the ‘Overview of the Study Process’ as the framework for your participation throughout the study.
- Provide the Project Team with your comments (additions/deletions/errors) on draft reports, within the time period requested, so that your input can be considered in finalizing those documents for use as building blocks for upcoming work.
- Provide the Project Team with your comments (additions/deletions/errors) on the proposed approach to upcoming work, within the time period requested, so that your input can be considered before those approaches are applied to upcoming work.
- When providing your comments, keep in mind the following:
- Study objectives; and
- Assumptions of EA proponency and completion of study work.

Public Information Centres (pics)
PICs will be held at key points of decision making. Each round of PICs will present drat reports that provide the details of recently completed work and the proposed approach to upcoming work. The PICs will be conducted as a drop-in style format, with members of the Project Team available to discuss the study and respond to questions or concerns. There will be no group presentation or group question and answer session. Total attendance at any one time will be limited to the posted capacity of the venue at which the PIC is being held.
